SeaPort-e provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. The SeaPort Enhanced (SeaPort-e) Multiple Award Contract provides access to Engineering, Technical, & Programmatic Support Services as required by the Navy Virtual Systems Command, its related Program Executive Offices (PEOs) and field affiliates. Customers who can use the Seaport-e contract include all warranted contracting officers of the Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Command, Naval Supply Systems Command, Military Sealift Command, Strategic Systems Programs, Naval Facilities Engineering Command, and the United States Marine Corps. We accomplish this by using Program Management Institute (PMI) certified employees and following the guidelines set forth following the Defense Acquisition Workforce Improvement Act (DAWIA) which states “The purpose of the Department of Defense Directive 5000 series set forth a unified approach that all services were to follow.” Sysorex’s highly trained staff has been using this set of standards for over 12 years in the National Capital Zone (Zone 2) and have continued to improve and redefine the process of integrating a solid foundation for the purposes of project and program management lifecycle.
Sysorex’s performance based measurement system ensures that Program Managers perform to the highest possible standards throughout the life of a project or contract. The performance system is a management process designed to assist the Project and/or Program Manager in planning and organizing to implement project requirements; providing cost and schedule performance data; evaluating and controlling cost and schedule variances; reporting status; forecasting completion date and final cost; and integrating contractual changes, while maintaining traceability to the original baseline. The Performance Measurement System (PMS) consist of a management methodology and the support tools necessary to implement this methodology. Performance measurement features a planning discipline that integrates work, schedule, and budget to create a baseline against which cost and schedule performance are measured; regularly scheduled status reviews; quantitative reporting of cost and schedule performance directly related to work accomplished.
